Definitions. Subrecipient (200.93): Subrecipient means a non-Federal entity that receives a subaward from a pass-through entity to carry out part of a Federal program; but does not include an individual that is a beneficiary of such a program.
What are pass-through funds?
Pass-Through Funding. Funds issued by a federal agency to a state agency or institution that are then transferred to other state agencies, units of local government, or other eligible groups per the award eligibility terms.
What is period of performance in grants?
The total amount of time (sometimes several years) during which the federal agency authorizes a grantee to complete the approved work of the project described in the application.
