What is underdamped response?

One that oscillates within a decaying envelope. The more underdamped the system, the more oscillations and the longer it takes to reach steady state. See also overdamped response.

An underdamped system will oscillate through the equilibrium position. An overdamped system moves more slowly toward equilibrium than one that is critically damped.

What does it mean by underdamped?

Commonly, the mass tends to overshoot its starting position, and then return, overshooting again. With each overshoot, some energy in the system is dissipated, and the oscillations die towards zero. This case is called underdamped.
