Though they are related, their relationship is not linear. Phase modulation is an indirect method of producing FM. The amount of frequency shift, produced by a phase modulator increases with the modulating frequency. An audio equalizer is employed to compensate this.

The modulation process of FM and PM are the same except for the additional requirement of the integrator in FM. When the carrier wave phase varies with the amplitude of the message signal, it is defined as phase modulation. PM is considered one of the fastest types of modulation.

FM and PM cannot be distinguished at a constant modulating frequency. However with change in modulating frequency fm, the modulation index of FM will change and that of the PM won't.
