Does upsampling increase bandwidth?

upsampling increases the *available* bandwidth, but does not in itself, create new information to fill that new available bandwidth. so proper upsampling will have some empty spectrum resulting (improper upsampling will have images but those images are not new information).

What happens when you downsample an image?

In the down-sampling technique, the number of pixels in the given image is reduced depending on the sampling frequency. Due to this, the resolution and size of the image decrease.

What happens when you upsample?

Upsampling is the process of inserting zero-valued samples between original samples to increase the sampling rate. (This is sometimes called “zero-stuffing”.) This kind of upsampling adds undesired spectral images to the original signal, which are centered on multiples of the original sampling rate.
