Changing the sample rate factor at the bottom of the timeline will affect pitch & speed,,, as will changing it in 'Properties'. There are resample options in the "Process> Resample" menu as well that will not alter pitch/speed. But be sure you save or 'Save as' with the same sample rate.

The Resample function allows you to change the length, tempo and pitch of an event. If you resample to a higher sample rate, the event gets longer and the audio plays back at a slower speed with a lower pitch.

How do you pitch shift without slowing down?

If you want your sample to be faster and higher in pitch, increase the session's sampling rate. If you want your sample to be slow and lower in pitch, decrease the session's sampling rate. Notice that when you select the 192kHz sampling rate, the track plays exactly twice as fast, and at twice the pitch.
